Rash.... I think.?

Alright so here it is. Recently my hands have become red and irritably itchy. it burns to itch them. at that same time around my pubic area there is itchiness on one side. and the skin at the beginning anus. I don't know, my parent said it is just dry skin. if this is true how do i get rid of this. Also to let you guys know on the std thing.
