I have a yellow with red rash on my leg.?

It does not itch or hurt but I have had it for about two months. The doctor said that its dry skin but it is not. Anyone have any ideas?|||I had to take my son to the doc with the same thing on his face, he told me it was eczema, we put hydrocortizone 10 cream on it a few times a day and it was gone within a week.
