I have a rash on my neck?

the doctor told me it should have been gone but its still here but not really bad it dont hurt r nothing it left a dark spot would it be a bad idea to get a tatto. well its a dark ring and im lite skin what would u do.|||First for the rash use some cortizone 10 cream it is really good for clearing up rashes I get really bad heat rashes and this stuff clears it up within a day for me but wait a bit so that you can give it time to heal fully before getting a tattoo or it may not come out the way you would hope.
